The Sacred Turquoise is the secret path to the fountain of Money and Luck for £60,000. All for only £30! This scam has been operating for several months at least. Just Google the name to find ample evidence that it's another direct-mail scam from Valdora of Satigny, Switzerland.
Though the return envelope has a PO Box number, the address according to the companies register is: VALDORA SA c/o Fiduciaire Etienne Gruber Rue Georges Jordil 4 1700 Fribourg. Company reg. (CH-660.0.193.003-9)
So the promises by the Swiss authorities haven't stopped the scams after all.

I just find this part of his letter so comforting:
I am writing to you before I leave Tibet...I thought about you throughout my stay in the Sapi monastery because your situation bothered me to such a degree that it was disturbing my meditation.
Why was it comforting: just the situation of the recipient, my mum, being dead since 11 Feb 2004 bothered him so much nearly 2 years later; he could have come to the funeral and paid his respects then...perhaps his "friends" at CP68 1242 Satigny (Giacomo d'Albi and Gabriel D'Angelo) delayed him?

Edmond again, this time with the hint of a win of £777,000! £33 made payable to Valdora will secure a special personalised clairvoyance.
He says "A 10-day diamond period will sparkle for you from 7th to 16th May" (Doesn't say which year.) But it didn't arrive until the 17th May! Do you think that I should sue UKMail Businesspost (no entry on Google), the deliverer of this magical offering, for depriving my partner of the good luck promised, and the protection of Vehvia, the First Guardian Angel?
The envelope in which this garbage arrived has a label printed with a PO Box nr, a ref, an ID nr, and Birmingham B8 2ZL. But underneath it is: La Poste UK IDT 551 Fairlie Road Slough Trading Estate Slough SL1 4PY 01753 486 081/070

Edmond again, this time though it's the secret of the Mandrake that will, if she sends £28 to Valdora SA, lead to gains of 400,000 but he doesn't say what that is. Waffles on about Merlin and other mythical identities.

Edmond again. This morning an offer of the "Secret of Bernard de Fontaine" For the mere, trifling sum of £56, my partner can have Good Fortune, Happiness, Luck and Wealth!
If only it were that easy. The Sceptre of Plenty was, he says given to him by the ghostly apparition of a monk, as he stayed in a monastery. And he is prepared to make it available to my partner so that she can become wealthy, along with 7 numbers. Here the inference is obvious, lucky numbers for gambling.
If there is only one sceptre, why is he using a mail distribution company to tell anyone about it? But she must reply with the money within seven days, or the chance to become wealthy, even a millionaire, will be gone.
Also mentioned are Jacques de Molay, Citeaux Monastery, the Knights Templar, and Brother Clemence.
It is time that Valdora SA of Satigny was exposed as a sender of fraud mailings, and dealt with by the courts.

Yet another letter from Edmond de Valles, using the Turquoise headdress mentioned previously, in fact it's an almost identical letter to one received earlier, with a request for another £30 to the same address as before. He is worried that she has not responded to the letter he wrote in Tibet, though why he carried it to Switzerland isn't clear. Perhaps the £95,000 would be an added incentive?

Edmond de Valles, c/o Valdora, now using Slough SL95 1SX, now sends a request for £13 for the Three Dates which will be very important, and financially rewarding, for my partner.
The mailing sender La Poste UK IDT, 551 Fairlie Road, has a different address and post code in Slough, but is it the same company?
