Not a new kind of fraud at all, it's a rerun of one that operated in 2004. Probably the only connection with Maria Duval is that they both use mailing lists and bulk mail. The other similarity is this: money sent is money wasted. The recipients of Maria Duval letters tend to receive those of lottery scams, they have indicated that they want money without effort.
It is true that there are enormous winnings on El Gordo, but the ticket sales are enormous too!
The address "Gold Coast MC" is Gold Coast Mail Centre, therefore the scam is hiding behind a PO Box number.
